What happens, if you allow wsusou to bypass the proxy?
What I think is: wget (the downloader used by wsusou) asks your proxy about the size and modifaction date of a file, your proxy downloads that file (if not cached) and that's why wsusou "downloads" GBs of data without downloading anything.
