"wsusoffline" can be installed somewhere where the administrator wants it to be installed, it can be invoked by a cronjob at times the administrator wants it to invoke. It can use several options (windows version, additional software like office or MSE or ...).
A distribution packet has to define or to propose the place and the times and the options. An administrator should be able to define these parameters one time for a script for his system.
But if there is someone who will maintain such a package: no problem. It may be a special solution for a special distribution - "wsusoffline" is still distribution-independent.
