Role of kb3125574 for windows 7

kb3125574 is a mini service pack for windows 7. What role does it play in relation to wsusoffline? Does it make sense to download that update manually and apply it before using wsusoffline to update the computer?

It doesn't really make sense IMO because probably a lot of updates/components in that rollup have been superseded since its release 3 years ago.

Also it is not security-relevant and does not replace any security-relevant update.
It's mor like a collection of optional updates released before.
