wsusoffline vs. wsus domain server limiting available update

I update my wsusoffline regularily on different computers. Some are a member of an active directory (with a WSUS installation limiting available patches) and some aren't.
During the recent patch installations I discovered that Win10x64 hasn't been updated from 1511 to the then recent version 1803.

Can a domain-wsus limit available updates for wsusoffline to download? If yes, why aren't patches that are limited by the previous wsus downloaded on a machine which isn't limited by it?

So far I see the only way to install the recent 1809 on machines which are limited to 1511 is an upgrade-installation using the media creation tool as a local administrator on the machine to be updated...

That is correct. WSUS Offline can't do Win10 upgrades and most likely never will. See :arrow: viewtopic.php?f=7&t=7440.

I don't think so. It certainly doesn't if you don't download the updates from your existing WSUS.

As Windows 10.10586 / 1511 is EOL, WOU doesn't contain patches for it, anymore. The Upgrade to a supported Windows 10 version must be done manually.
