w63-x64: kb4340006, kb4340558

Has anyone noticed that the fixes for kb4340006 and kb4340558 are getting downloaded by the WSO generator, but never actually get installed?
The WSO log on the client logs that these fixes aren't found.
When I then run MBSA, it identifies these fixes as missing.
I looked these up on Microsoft's Update Catalog web page, and when I click on [Download] I discover that these fixes are really just references to other fixes (e.g. kb4340006 references kb4338600, kb4338605, and kb4338613 and then kb4340558 references kb4338415, kb4338419 and kb4338424). When I look at the patches in the glb directory, WSO did actually retrieve each of these 6 referenced patches.
I can force these to be installed by adding a custom "StaticUpdateIds-w63-x64.txt" that lists these 6 fixes. The question here is whether I should be doing that or whether WSO should be determining this on its own.
