Yes, there is currently a problem with the Service stacks being a prerequisite. According to the log, the Service Stack has been installed, so, running WOU on LTSB again after a reboot will find and install the latest updates IF you got the current catalog from MS. ATM, some servers still serve the outdated one from July.

I guess that 1803 is the same.

Just confirmed that 1803 has the same problem.

Instead I still see the ones from July in the log.

I begin to lose my trust in WOU as it doesn't work since May...

If I find a bit time I will write my own powershell script to query the MS Update catalog directly for download links and to download the monthly released updates automatically - probably not so difficult - this should be the more reliable way compared to wsusscn2.cab.

@boco: I don't run WSUS download on the target machine - ISO creation happens on server 2016 (Version 14393 = v1607) - but this machine is fully patched - and later on I mount this iso to the Target machine from where I grabbed the logs.

Easy explanation for problem #1 (requesting CU from May): The CUs later than May have the latest Service Stack Update as prerequisite, before they will install. In other words, without that Service Stack Update installed, following by a reboot, even Windows Update would only offer the May CUs. You need to understand that WOU does nothing of its own - it asks the Windows Update Agent and processes the result. So, it's Windows Update Agent saying that May CU is missing, because that's the latest one NOT requiring the SSU. It's a known issue and already requested to install SSUs before CUs, in order to avoid this issue.

Problem #2: WOU relies on the wsusscn2.cab catalog file from MS. Currently, many MS mirrors still serve the old catalog from July. With that catalog, WOU cannot detect new updates from this month. The current catalog from 2018-08-12 will work.

I have found that I have to run WSO twice to get the current months patches to be installed. The first time I run it, NDP472 (KB4054530) gets installed, then WSO reboots for another pass. On that second pass, kb4132216 (servicing stack update) gets installed. WSO then ends after a reboot. When I manually run it again, then WSO installs the current months update (kb4343887). Shoulnd't WSO be doing a third pass and installing this on its own or do we just need to run it twice (e.g. is this the new normal method of applying updates)? I suppose I could either pre-install the servicing stack update prior to running WSO or create a custom StaticUpdate each month, but I'm wondering whether this is something that WSO should be doing. Honestly, running WSO twice is okay with me if that's the right way to go about it w/o requiring any pre-installs or monthly StaticUpdate tweaking on my end.

SSUs are now prerequisites for CUs. They are currently not yet handled as such. That will be changed, eventually.
