I've just tried the latest 9.8 version for Windows 7 x64 updates with all optionnal downloads activated. After a first run, i had a warning in the log file:

Warning: Download of http://download.windowsupdate.com/d/msdownload/update/software/secu/2015/08/ndp46-kb3083186-x64_5dbb2ef7c8ed3061e6c5ab58c3df15b8f78fd73c.exe failed
But when i tried to paste the URL in IE, it downloaded correctly.
So i've re-run WSUSOffline again, keeping client folder untouched, and this second run had no more warning.
Just to be sure, i have created a new empty folder and run a new instance of WSUSoffine. At the end, i had 2 warnings, the first one for EXACTLY THE SAME KB3083186, plus a second one. I've compared the content of the 2 different client folders and found a missing file in the latest in win61/glb. I've rerun it again, and at the end no more warning, plus the missing file was here in win61/glb. No more difference between the 2 instances.
But at the end, it seems that WSUSOffline tool can't never download KB3083186 at first run (despite i can manually download it), and then never try it again. So i believe that a little something wrong here...
