Ran but still have remaining updates?

I downoaded this program and ran it on a refurbed windows 7 pc. Everything worked fine but after it was done running there were still about 50 important updates remaining. I re ran it and now there are 20 important updates and 2 optional? Is this normal or am I doing something wrong?

Some updates depend on others. Run the Update installer and reboot until the installer reports "nothing to do".
