I cant find that file
however I can find this file in "C:\Users\Michelle\Downloads\wupdate81\static\StaticUpdateIds-w63-upd1.txt, This is where I have the USB medium folder.

You should consider moving the whole WSUSOU directory some levels up. Paths longer than ~260 characters can not be correctly processed in Windows most of the time.

Now please check, if all KBs are installed on your computer. (Control Panel (Desktop Version) -> Programs -> Installed Updates).
