Why do you want to install all the language packs? :?

I do not think they'll be included by default, as
1. WSUSOU's focus is not on optional updates, but security, and
2. there's little benefit as these will only work for Ultimate and Enterprise editions.

Of course you are free to include them yourself. Note that it's no problem to create a multi-language installation DVD, this is the best variant (desktop language selection in setup works for all editions and is allowed by MS).

Hi sammer003!

Beside boco's considerations, there's another hurdle you would need to overcome: The language packs are not available for direct download but only via Windows Update. Maybe there's a special distribution channel for enterprises in order to avoid those large downloads for each PC. I haven't found any official download source for "regular" end users yet.

Microsoft isn't too eager to make the download links for the language packs public. Nevertheless, MUI and LIP packs exist as direct downloads, because at least the MUI packs are required for slipstreaming into a custom DVD.
