As far as I know, WMC is a paid addon for Windows 8(.1).
It requires a WMC capable Product Key to be installed.
So it is not possible to install WMC on a computer with a non WMC license.
But if WMC is installed it will be updated using wsusou.

WMC is always in Windows 8.x, but has to be unlocked with a paid ProWMC product key. There's no legal way to get it for free.
