Do you use some kind of cleaning software? There must be a reason why the log is not where it's supposed to be. And as I said, it must be there! According to your WSUS Offline log, it has started and stopped the Windows Update service. These operations cause the service to write to its log file. Please run these commands on an elevated command prompt:

net stop wuauserv
net start wuauserv
and check if the log file is present afterwards.
Without the log, there's no way to find out what the problem is and the only recommendation I could give in such a case is to reinstall the system.
