Why are optional updates included?

I recently discovered that the offline update
also includes some optional updates (for example KB4507704).
In the last year about one "optional" per month.
Before there where only security updates.
I thought the offline update is ONLY for security updates.

Although KB4507704 doesn't contain "Security update" in its title, it can be found in the catalog file (file wsusoffline\client\wsusscn2.cab) provided by Microsoft. So, easy to explain why this update is downloaded. No idea why they call it "Update for..." instead of "Security update for...", or why it's in the catalog. If you don't want this update (or any other update, for that matter), add it to the (custom) exclude lists.

I became more & more suspicious, as in the beginning there were only "security updates",
and I thought that it might be due to some "side effect" while temporarily activating the update service.
OK, all well then.
(Apart from the shivering at every patchday ... "what will happen THIS time?",
and awaiting the relieve date Jan. 2020.)
