Win 10 and build update? Still on 1709 after install?

hi I am still i think on 1709 after installing all the updates could check. Is there a way to get to 1809 or 1803? with wsusoffline? Also should I care?

MS calls them "Feature updates". That's a misnomer, as, like you can read in the topic linked to by @Dalai, these are not updates. They are complete OS upgrades and WOU will not do that.
You must have butchered your Windows 10 WU badly, or you are otherwise not eligible (paused the upgrade in WOU?). Usually, Windows 10 tries to aggressively get you onto the latest and (not so) greatest build, automatically. Personally, I'm using WUMT Wrapper script and upgrade manually, using the ISO.
