Thanks for your input. I found another thread that discusses this problem, which seems to be pure MS. What I don't understand is why, if WSUSo was working fine last week, the protective rollback didn't occur when I updated subsequently. I suppose because verification was unchecked it swallowed the new file? (I don't recall unchecking verification for WSUS updating, but maybe I did confusing this with my typical client update, where I do uncheck it.)

Without verification, it does not notice the file is corrupt, and so it doesn't rollback and deletes the good copy. It also needs to be said that the good copy might be outdated, so, while it will rollback successfully, you do not get the new patches, anyway.

Thanks for the insight. On the third try I hit paydirt and got everything downloaded. I suppose then the problem is solved for the time being.
