Windows 10 Not Updating

I recently updated to version 10.9.2 and updated the flash drives I use to put WSUS on. After doing so, it will no longer update Windows 10 systems.

I will perform a clean install of Windows 10, simply activate Windows, then disconnect the network and attempt to update Windows via my WSUS flash drive, but only 1 update ever gets installed. This is the same process I have always done, but it used to actually install updates.

Here is the log file, hoping someone can tell me what is happening.

Windows 10 updates are cumulative. So just one update gets installed.
Please check the Windows version: Press the Windows-Key & R, enter "winver" (without quotes) and check the version. Which one does it show?

Which folders do exist in "C:\Windows\servicing\Versions"?
Please post the content of C:\Windows\Logs\CBS.log (you will have to upload the logfile somewhere and post a link here). [Do this before going to the next line]
In .\client\w100-x64\glb should be a file named "Windows10.0-KB4013418-x64*.msu", where * is a placeholder; please try to install it. What happens?

Sorry for delay in responding.

I installed Windows 10 from scratch today on a system so I could get before and after answers to your questions.

After installing Windows, before doing any updates of any kind, I have the following information:

Which folders do exist in "C:\Windows\servicing\Versions"? - 10.0.14393.0

After running the WSUS update flash drive, and it installing only 1 update again, I have the following information:

Which folders do exist in "C:\Windows\servicing\Versions"? - 10.0.14393.0 and 10.0.14393.1051
Please post the content of C:\Windows\Logs\CBS.log - http://www.insuredimage.com/jttest/CBS-Post.log

I then ran the "Windows10.0-KB4013418-x64*.msu" file from the flash drive, and it informed the the update was already installed.

Does wsusou work as expected now?
It should update Windows to version 14393.969 (as far as I know, might be a close number but it should be greater than .900).

Just ran it on the same system again this morning (The system I clean installed Win 10 yesterday, then ran WSUS and it installed 1 update) and this is the log file it output:

Is your copy of .\wsus\wsusscn2.cab signed? (Right click -> Properties -> Digital signature)
It should have two valid MS signatures (SHA1 and SHA256).
