Try:
KB3078601
KB3109094
KB3145739 -> KB3191203
KB3164033 -> KB3203859
KB3164035 -> KB3204724
KB3168965 -> KB3185911, KB3191203, KB4012497
KB3183431
KB3191203
<reboot>
KB3185911
KB3193418
KB3194371

First try the updates behind the "arrows". Maybe the ones before could be required, too. (This combo has been worked out for 11-2016, I just replaced the updates I used with the newer ones)

A fair amount of these came back as Not Applicable to 2012. KB3185911 was installed but to no avail. Still searches for over 24 hours and errors with the code of the service being stopped. Any other ideas?

Please retry using wsusou 10.9.2 (released the last days). We revised the wupre-lists. Maybe they help.
Every month it's the same with MS and the catalog...
Sorry, that I can't help more...
