KB3153171 for Vista is obsolete as it is superseded/replaced by newer updates - KB3175024, KB3191256 & KB3198483. Install any 3 of these new updates and you do NOT need to install the KB3153171 update.
The update you need to resolve the "never ending search for updates" problem for Windows update is the latest WIN32K.SYS update for March 2017 -
KB4012497, which replaces/supersedes
KB3204723.
