Client PC is stuck at "Listing ids of missing updates"

After running updates on host PC and burning to disk, I attempt to install the updates on target PC. However, it seems to get permanently stuck at "Listing ids of missing updates...be patient this could take awhile".

Any ideas?

Disable automatic Windows updates and reboot, now start the update installer again. Follow reboot and restart instruction of the program. If program finds no more updates to install, re-enable automatic updates.

I assume you are referring to the target computer that I'm trying to install the updates on, and not the PC I use to obtain the updates? Under ?Windows Updates settings, "Important Updates" is already set to "Never check for updates". This is done via a group policy.

Then we'll need some info about the target device:
OS?
Architecture?
How long did you wait? (Under some circumstances up to 30 minutes are "normal")
How much power (talking about how fast the computer is) does it have?
Used some tool like WUMT (Windows Update MiniTool)?
Could you provide the file "%SystemRoot%\wsusofflineupdate.log"? (post it in [code]-tags here)
AV-software?

High CPU or disk activity in the task manager?
If yes: caused by which process?
If svchost.exe, which service(s)?

Your WOU version is 1.5 years old, any reason you run a version that old? It misses a lot of features to get Win7 update search times fixed.
It's possible to keep an older version for older OS/Office and use the most recent version for Win7/O2k10 and above.

Also that outdated WOU version the OP is using was attempting to obtain the standalone IE10 downloads for Win7, which Microsoft has pulled from their download servers (yes, the IE10 downloads for Win7 are no longer available from Microsoft).
