OK, I figured out the problem.
It is related to the servicing stack-updates.
If you/wsusou/something else installs updates, then the servcing stack and more updates afterwards, Windows Update "forgets" to install/configure the updates installed AFTER the new servicing stack was installed.
This issue is unrelated to which updates have been installed before/afterwards.
The following combos are working:
1) Servicing Stack, Updates
2) Updates, Servcing Stack
3) Servcing Stack
This combo does NOT work
x) Updates, Servicing Stack, Updates
This could be fixed by:
- inserting a reboot before installing the servicing stack
- inserting a reboot after installing the servcing stack
- (my preferred way) move the installation of the most recent servicing stack to its own point before installing anything else; this would also prevent problems with updates relying on the new servicing stack
