On Win7, shouldn't KB3172605 be part of the routine?

I wonder then, if MS allows repeat installations of this update? I should post a log of an install where .net 4.6.2 doesn't install and see what's going on regarding 2605.

Could you start a run without any of the "extras"?

Sure. I'm not clear what the point would be though.

Testing conflicts with other updates.
Also please check, if there are files named wou_*_tried.txt in C:\Windows\Temp. (After KB3172605 was "installed".)

Ok. Not sure exactly when, as there are no new units at the moment, but will do.

I'll do my own tests in a virtual environment, but this might not work under the same as yours.

[edit]
I think I've got the problem.
I just need to figure out, which component(s) exactly cause it.

OK, I figured out the problem.

It is related to the servicing stack-updates.
If you/wsusou/something else installs updates, then the servcing stack and more updates afterwards, Windows Update "forgets" to install/configure the updates installed AFTER the new servicing stack was installed.
This issue is unrelated to which updates have been installed before/afterwards.

The following combos are working:
1) Servicing Stack, Updates
2) Updates, Servcing Stack
3) Servcing Stack
This combo does NOT work
x) Updates, Servicing Stack, Updates

This could be fixed by:
- inserting a reboot before installing the servicing stack
- inserting a reboot after installing the servcing stack
- (my preferred way) move the installation of the most recent servicing stack to its own point before installing anything else; this would also prevent problems with updates relying on the new servicing stack

Awesome detective work! I don't know what the servicing stack is, but I can offer that if I try to install 2605 manually before doing anything else, I typically get something like a ~not compatible with this installation~ error. When I do it just before listing missing updates, it installs fine.

Try installing this one (and reboot) before starting wsusou (but after SP1):

I'm sure, a fix for wsusou will follow soon
