KB2670838 from 2013 updates a lot of stuff in Win7 to bring on par with Win8.1. It isn't even marked as recommended update, so it's fully optional. Always be careful when applying optional updates.

However, KB2670838 is required before installing either IE10 or IE11 under Win7 SP1 (you can NOT install IE10/IE11 without the KB2670838 & some other updates)
There was KB2834140, which was one of the updates that needed to be installed on top of KB2670838 to resolve a BSOD problem with the KB2670838 update. IE10/IE11 setup downloads & installs KB2670838 along with KB2834140 and other "prerequisite" updates. Also, some updated/revised hybrid graphics drivers from mid-2012 are needed in order for the KB2670838 update to work properly.

Microsoft never published an "individual" KB3161647 patch - around that time MS went to the "update rollup" format for non-security patches for Win7 SP1 starting May 2016. But the KB3172605 update did get a re-release in mid-September 2016 that may resolve the bluetooth issues.
