Windows XP update

A system hard drive was wipe and had to be hand loaded with a Windows XP Service Pack 2 setup. Used the WSUS update to bring system up to date, however, the system said there was nothing to be done.
Connected the system to Internet which then found 155 updates.

Why didn't the WSUS Offline find and install the necessary updates even, SP3? Been through the updates and the WSUS is now at version 8.8. This activity has failed on other Windows XP systems, the last one had six updates from MS when the WSUS file shows them in the package from the November 2013 timeframe

This is not making me very confident that the program will perform as it should even on newer OS's
