Windows 7 x64 missing critical updates

Something's not right with the latest batch of MS updates or WSUSOffline's
interaction with them on Windows 7 x64. About 7 patches are called for
by Windows Update - I seem to have many of them already, and some of them
I installed earlier as static patches. Some are new.
wsusscn2.cab seems to be up to date - at least, WSUSOffline is using
the latest available one I can find.

Missing/re-requested ones include:
KB2829530 ie10 there seem to be many versions of this kb for different browsers
KB2805221 net45
KB2805226 net45
KB2798162
KB2813956
KB2820331

None of these patches will install as static patches; I have to do them by hand/Windows update

Windows XP had 2 missing patches also (this is a more important platform for my use of WSUSOffline)
KB2810046
KB2810047
for unknown reasons, these 2 did not show up in the Windows 7 list.
They installed on xp once added to static patches for o2k3.

The latest wsusscn2.cab is from 2013-05-14 (size 72.165.918 bytes)!

KB2829530 is listed in wsusscn2.cab:

KB2805221, KB2805226, KB2798162, KB2813956, KB2820331 are not security related and not listed in wsusscn2.cab.

KB2810046, KB2810047 are, as you wrote already, Office 2003 updates and should be the following:
