On Windows 2008 R2 x64 I tried an update ISO made using WSUS Offline Update 8.2.

This was repeated in the log a few times:

You're using the stable version? Because the problem with the looping IE10 prerequisites has been addressed in trunk build #452.

Unfortunately the original thread is in German: viewtopic.php?f=4&t=3634

I'm using the most recent version available on your download page.
537ded2a62f88089fdd8226edcc10a25 *wsusoffline82.zip
Version 8.2 -- 28.02.13

I used google translate on the german thread and it looks like the fix you are talking about came after this release and is part of 8.2+

I think it's because they haven't released the version that fixes the problem. It's fixed in the nightlies but not through the main download link

The stable version is build #450 as you can read in my signature. The current development release is #456. I guess there will be a minor release soon.

I built from development using r456. It seems to have fixed the problem. I built an ISO and ran it in Windows Server 2008 R2 SP1. The first update installed was 2533623 and then everything continued normally.

Version 8.3 (equals build #459) is the best choice now.
