The download has been done until now but does not install IE10 on x64, x86-test yet to see.

In case you're using the stable 8.2 this is a known problem (two stubborn updates that won't install but are marked as prerequisites, causing an infinite loop). Only trunk versions #452 and up can install IE10 on all systems.
