The AU_SVC tokens are OK.

The installation of the MSSE package requires WGA/Genuine validation. This validation in turn requires a connection to Microsoft's servers. AFAIK MSSE is the only package in WSUSOU that cannot be installed offline (I will use an offline VM to verify this ASAP).

Microsoft should simply do the validation at the first signature update, so at least offline installation is possible.

Edit: I was able to fully install MSSE on both an unactivated and activated machine without any network connection. My strongest guess is that the OP's problem has to do with the WU service being on Delayed Start. Most probably IE9 was installed first, then the machine rebooted, and then WSUS was started again immediately after boot. The WU service can take over three to five minutes to start after boot, causing the weird service issue.
