Hello mmarkovich and welcome to the forums!

A blacklist is used to explicitly exclude updates from being downloaded or installed.

The "not found" message indicates that an update is missing in your repository. Have you run the Update Generator with the appropriate settings for your environment (correct OS)?

In order to give you more (precise) information, we would need some more background. For example, an excerpt of the installation log (C:\Windows\wsusofflineupdate.log).

This missing update may also belong to a Microsoft product not supported by WSOU, typical examples would be Silverlight, Visio, Visual Studio.

An additional case where such errors are to be expected if you have a Windows target with installed Office version, but are using separate media for both. As the installer always detects all missing updates, the ones from the second media will show as missing for the first one.
