This sounds like the same problem I've run into over the past few days with a customized version of 6.8.2.
I've tracked the issue down to the location as 'aker'. On the first run, the SP1 install gets called from DoUpdate.cmd from the command:
call InstallListedUpdates.cmd %VERIFY_MODE% /unattend /forcerestart
The next time around, as I think I've translated correctly, it is seen as an update required by the catalog file, and gets called again by InstallOSUpdate.cmd.
I had added some debugging output to InstallListedUpdates.cmd and InstallOSUpdate.cmd, and have actually seen 976932 listed in both InstalledUpdateIds.txt and MissingUpdateIds.txt.

Nein, diese Datei, also die Liste bereits installierter Updates, beeinflusst nur die statisch zur Installation vorgegebenen Updates (...\client\static\StaticUpdateIds-*.txt), nicht aber die vom WUA als fehlend ermittelten.
I want to confirm that you recommend adding 976932 to ..\client\static\StaticUpdateIds-w61-*.txt
