100+ updates but no updates found by wsusoffline

I have a fresh installation of Windows 7 Ultimate 32 bit. I just run the update generator 6.8.2 and
created an ISO for Windows 7 / Server 2008R2 Global and x64 Global. Running this ISO in target machine reports no updates but
WU reports 72 important updates.

Hi wsususer!
You haven't included the Service Pack(s) for Windows 7 for download. On the computer to be updated SP1 is not installed yet ("SP0"), but is needed for further security updates.
You have two options:
- Rerun the download and ISO creation with the option for including Service Packs.
OR
- If you have it available otherwise, install SP1 manually first and then rerun the WSUS update from the CD/DVD.
