Downloading does not update to a new catalog

Running to get win 7, 8.1, and 10 x86+x64 updates downloaded (other settings default) I find future runs on that version and updated versions continue with the same catalog. I ran a fresh extract of 11.8.1 with aria downloader enabled lead to having a catalog from 10/9 with a download on 10/10 on a fresh extract while running a previous copy with catalog 9/10 downloaded on 10/10 does not update the catalog even though I 'thought' it downloads it. Do I need to take a separate step to get the new catalog to download? I had 2018/12/11 catalog last downloaded 2019/09/16 giving a 22.6GB download instead of the most recent 28.1GB and figured something was wrong as it had been through autoupdated versions of wsusoffline yet continued to see no updates to install on win10 v1903 systems.
I normally configure with aria downloader, minimize while running, and remove custom+german language and office2010 support (not sure if any of these have a noticeable change in what is downloaded for me) then run updategenerator.exe to download updates. Tried to leave out options to make sure they weren't the source of interference.

It's completely normal that it takes some time for Microsoft to provide the new Update Catalog file on all servers world-wide. There's nothing any user can do about it, except wait for them to do so.

Apart from that: It's always a good idea to wait a couple of days, to allow Microsoft to get their things together.

Rerunning an update on 9/16/2019 still left wsusoffline with a catalog of 2018/12/11 while unzipping a fresh copy would use a recent catalog. Lead to a completely different offline install experience. I still have a copy of the older around if you want me to rerun it to confirm it still keeps at the 2018/12/11 catalog but testing clean extracts of 11.8.1 (as the old archive was upgraded to this over time) show that the catalog is acquired on first run with future runs still listing the same first run catalog on completion.

Did you actually check the date of the catalog file wsusoffline\client\wsus\wsusscn2.cab? Did you try and delete wsusoffline\client\wsus\wsusscn2.cab (and wsusoffline\client\md\hashes-wsus.txt) and running UpdateGenerator again afterwards?
