Should I add it in manually?

The Office File Format Converts are unsupported now and thus not available anymore. If you have them lying around you can add the file manually. But remember to delete the according hash file(s), and you should also remove the download URL of FileFormatConverters.exe from wsusoffline\static\StaticDownloadLinks-ofc-enu.txt (to avoid a failing download).
