While that corrects the link mishap for the main .NET pack, you all should be aware that the .NET Rollups / SecOnly packages need their statics updated as well. Until that happens, they are probably not correctly identified and installed.

Many Thanks for your clarification - the .NET fix is the workaround for the issue - I was just to stupid as the error message confused me - I thought that some static link for Windows 10 is also broken.
