On 01/19/2018, WU said KB4055532 (2018-01 Security and Quality Rollup for .NET Framework) was available, but WSUSO did NOT download or install it.

On 01/26/2018, WU said KB4074906 (Update for Microsoft .NET Framework 4.7.1 on Windows 7 SP1 and Windows Server 2008 R2 SP1) was available, bit WSUSO did not download or install it.

On 01/20/2018, WU said KB4052623 (Anti-malware pack) was available, but WSUSO did not download or install it.

On 02/02/2018, WU said KB4058258 (2018-01 Cumulative Update for Windoze 10 version 1709) was available, but WSUSO did not download or install it.

Why?

Please check the date of the wususscn.cab. May be its always 01/08/18. This ist the reason.

Jonas is correct. WSUS Offline depends on the catalog file provided by MS. Currently the most recent one is still dated 2018-01-08. We have wait for MS to provide a new one.

If so, how did WSUSO manage to download KB2631813 today (but not in the past four weeks)?

That's because of a recent change in WSUS Offline's exclude list. See the changeset 924 in Trac:
Fix: Download part erroneously excluded Security Update kb2631813 for Windows 7 x64 and Windows Server 2008 R2
