Download error message

I've been trying unsuccessfully to use WSUS Offline to install the updates for Windows 7 Ultimate version which is a new, from scratch installation. After using the built-in Windows Update to install all updates up to and including SP1, Windows prompts me to install a new version of Windows Update. After installing this new Windows Update the update process is broken and it is unable to find any more updates. This is where the update process always becomes broken when I do a clean install and try to update manually. I've run into this over and over working on different computers for the past year or two. Nothing new about that and this problem is well-documented by others on the net. The Windows Update breaks itself soon after the installation of SP1. By the way, I always turn off automatic updating when I do a clean install.

But lately, when I try to complete the update process using WSUS Offline I always get this error message at the point where steps 4 and 5 are being merged:

Error: Download failure for w61-x64glb.

Using latest version of WSUS Offline. No antivirus installed yet. Just Windows Defender.

I've tried deleting and reinstalling the WSUS folder numerous times but I still get the error message. I've also tried running WSUS in Safe mode but get the same error message. Is this repository broken? What's going on?

Maybe some server error on Microsoft's side?
Please post the last part of .\log\download.log for some debugging.

Could you create a screenshot of the cmd-windows at the moment, where it shows the error message, too?
