I guess there is some mistake in not downloading updates in w61 and w62 global multilangual updates. In updates for Windows XP czech everything worked.
The generator determines the correct language from regional settings?
So I had to change these static downloads files:

Had to delete links for german language packs and put those czech ones from:

StaticDownloadLinks-msse-x86-csy.txt
For IE 10 I put the googled link.
But it would not download wsus\client\dotnet\x64-glb\dotnetfx35langpack_x64cs.exe even if the correct link is in StaticDownloadLinks-dotnet-x64-glb.txt no idea why.
So I had to download it manually and generate correct hashes and then everything worked.
