rootsupd = Update for root certificates.
rvkroots.exe = Update for the repository of revoked root certificates, the ones that should no longer be trusted

Both files are from MS, but the download links vanished into oblivion.

A note on VC++ 2015: The new VC++ 2017 will NOT add to the bunch but will actually replace VC++ 2015 completely. Since a VS 2017 RC just appeared, this will be soon. The game should run also with VC++ 2017.

The download links from WSUS Offline Update 9.7 still work. They are found in the file static/StaticDownloadLinks-win-x86-glb.txt:

http://download.windowsupdate.com/msdow ... otsupd.exe
http://download.microsoft.com/download/ ... kroots.exe

WSUS Offline Update 9.7 was the last version to support Windows Server 2003. Both files are from 2014, and they were only meant for Windows 2000, Windows XP and the corresponding Windows Server versions. They may still help, if an installation fails because of some error with verifying digital file signatures.

http://download.windowsupdate.com/msdow ... otsupd.exe provides version 38, mine is version 41. I just thought, it might be the best, to provide the latest available.

The downloads surely still work, however, the downloaded rootsupd.exe (version 38) is not digitally signed. The private downloads provided by aker deliver a rootsupd.exe (version 41) with digital signatures by Microsoft (besides that this file is newer, as already mentioned by aker).
