Hello,

I have a WSUS server that is on a standalone network and I'm wondering if there is a way to have WSUS Offline create and "import" package. By that I mean can WSUS offline roll-up the downloaded updates and then create the necessary .cab and .log files required to import those updates to my WSUS server?

No, that's not possible. WSUSOU is not a tool for WSUS servers, it got that name because it uses the same catalog from MS (wsusscn2.cab).

WSUSOU is completely standalone.
