The most common confusion with Windows 8.x is that Windows 8.1 is NOT an update to 8.0! It is gratis for all 8.0 Retail and OEM customers, but not for Volume customers (unless they have an ongoing, valid VL contract). In other words, if the Surfaces are OEM activated all is well.
Concerning WSUSOU, Windows 8.0 and Windows 8.1 are separate products as well. The former is w62 while the latter is w63. WSUSOU will not do the upgrade from 8.0 to 8.1.

That would mean:
1. Getting update media for w62 and w63;
2. use w62 update media to update the 8.0 OS;
3. since WSUSOU does not contain all updates, install the remaining ones through WU;
4. do the upgrade (not update) to 8.1 through the Store (Retail/OEM) or ISO/DVD/USB (Volume versions - you will need to enter new keys for 8.1);
5. use w63 update media to install S14 (Spring) update and updates up to present status.

But step 2 fails. It results in a configuration error.

The general procedure is correct. "Failure to configure updates, reverting changes" is a Windows issue, you'd probably get the same error if using WU.

UPDATE: added the wsusofflineupdate.log at the bottom.

They are OEM activated I am guessing as I normally have to run through all the 8.0 updates and then go into the Store and download/install 8.1 and finally run all the 8.1 updates. The problem is that 8.1 doesn't show up in the store until all 8.0 are updated. So I am looking for a faster path to that than download 8.0 updates, 8.1 and then 8.1 updates. My goal is to have 4 or 5 USB drives that I can plug into 4 or 5 tablets and run all the updates at the same time so I don't need to download about 3-4 GB of data for each tablet.

I just tried again and carefully documented what I did.

1. Started an out of the box tablet and ran through the Windows 8.0 setup to get to the desktop.
2. From a USB drive, opened the wsusou .zip file and extracted the wsusoffline folder onto the desktop.
3. Ran UpdateGenerator.exe from the wsusoffline folder on the desktop.
4. Checked x64 Global (multilingual updates) under Windows 8.
5. Checked Include C++ Runtime Libraries and .NET Frameworks.
6. Checked Include Windows Defender Definitions.
7a. Created a new directory on the desktop named Windows 8.0 Updates x64.
7b. Checked Copy updates for selected products into directory: Windows 8.0 Updates x64
8. Pressed Start

The program ran from the command line and said everything was successful.

9. Ran UpdateInstaller.exe from Windows 8.0 Updates x64 directory on the desktop.
10. Checked Install .NET Framework 4.x.
11. Pressed Start.

The program started by installing .NET 4.5 and when finished said to please reboot computer and run UpdateInstaller again.

12. Restarted the tablet.
13. Ran UpdateInstaller.exe.

The program started to install all the security patches that it downloaded from step 8. It then finished said it was successful and to restart the computer.

14. Restarted the tablet.
15. Said it was configuring updates.
16. Said Failure Configuring Windows Updates.
17. Eventually restarted and showed there were 82 important updates that need to be installed.

Sounds like an incompatibility with an update.

What you can try to find the broken update (WARNING: it might break your Windows installation, so you have to reinstall Windows):
Start wsusou's UpdateInstaller without any additional option. Wait for it to install about 10 updates. Then close the cmd window using the red "X". Open the Task-Manager and wait until there is no process called "dism.exe" anymore and the CPU & HDD are idle. Then reboot.
Use this technique to find the broken patch and add it to .\client\exclude\custom\ExcludeList.txt (create the document, if it does not exist; write "kb123456" with a newline at the end). Then you can use wsusou to update all of your tablets.

How would stopping after 10 minutes determine the bad update?

Sorry, misread that. So do 10 at a time and when it fails, maybe go to 5 updates and see what happens and then each time get closer to determining which one it is.

I am not going to have the time to do that at work today so I will start working on that Monday morning. Thanks for the help by the way.
